Reporting & Appeals

How to report harmful or unlawful content, request removal and appeal an eligible moderation decision.

You do not need an account to request help.

Reports, removal requests and appeals may be sent to abuse@xlibertia.com. Do not attach intimate content unless XLibertia specifically requests it through a secure process.

This is not an emergency service

If you or another person is in immediate danger, contact the emergency services or law enforcement authorities in the relevant country. Do not wait for XLibertia to respond before seeking urgent help.

Who can submit a report

A report may be submitted by:

  • a XLibertia member;
  • a person shown or identified in content;
  • an authorised representative acting for that person;
  • a parent, guardian or appropriate authority acting to protect a minor;
  • a person whose identity or content has been misused;
  • a rights holder; or
  • another individual or organisation with a good-faith concern.

You do not need a XLibertia account to request the removal of intimate content depicting you.

What you can report

You may report content, accounts, messages or behaviour that you reasonably believe involves:

  • a possible minor;
  • non-consensual intimate content;
  • a threat to publish intimate content;
  • secretly recorded or stolen content;
  • sexual exploitation, coercion, trafficking or abuse;
  • harassment, threats, blackmail or stalking;
  • impersonation or deceptive intimate deepfakes;
  • publication of private personal information;
  • fraud, scams, spam or harmful links;
  • unauthorised use of another person’s content;
  • an underage or misleading account;
  • another violation of XLibertia’s Terms or policies; or
  • content or activity that may be unlawful.

You do not need to identify the precise law or policy involved. Explain clearly why you believe the content or behaviour should be reviewed.

How to submit a report

From XLibertia

Where a reporting option is available, use the Report action attached to the relevant:

  • profile;
  • album;
  • photo or video;
  • comment;
  • message; or
  • other interaction.

Using the attached report action helps XLibertia identify the exact content concerned.

By email

People who cannot use the in-platform reporting tools may contact:

abuse@xlibertia.com

Do not attach or forward intimate images unless XLibertia specifically asks you to do so through a secure process.

Information to include

To help us review the report, provide as much of the following information as possible:

  • the exact URL or location of the content;
  • the username or profile concerned;
  • the type of content or behaviour being reported;
  • a clear explanation of the concern;
  • your relationship to the content or person shown;
  • relevant dates, messages or contextual information;
  • whether you believe someone is in immediate danger;
  • whether the report concerns a possible minor;
  • your name and contact email, unless an exception applies; and
  • confirmation that you believe in good faith that the information provided is accurate and complete.

For a non-consensual intimate content request, also state whether:

  • you are the person depicted;
  • you are authorised to act for the person depicted;
  • the content was created, published or shared without valid consent; and
  • the content is real, digitally altered or artificially generated.

XLibertia may request additional information when necessary to verify the request or locate the reported material.

Priority reports

XLibertia may prioritise reports involving:

  • possible child sexual abuse or exploitation;
  • a person who may be under 18;
  • non-consensual intimate content;
  • threats to publish intimate content;
  • trafficking, coercion or sexual abuse;
  • credible threats of violence;
  • blackmail or sextortion; or
  • an immediate risk to someone’s safety.

Content may be temporarily restricted or placed into review while a priority report is assessed.

Where applicable law requires a specific removal period, XLibertia will act within the legally required timeframe after receiving a valid and sufficiently complete request.

What happens after a report

When valid contact information is provided, XLibertia will normally:

  1. 1 acknowledge receipt of the report;
  2. 2 assign or record a case reference;
  3. 3 assess its urgency;
  4. 4 review the reported content and relevant context;
  5. 5 request additional information where necessary;
  6. 6 take temporary protective measures where appropriate;
  7. 7 make a decision; and
  8. 8 notify the reporter of the outcome where possible.

Reviews may involve automated systems and human moderators. Significant decisions should not be based solely on automated processing.

The time required depends on urgency, complexity, available evidence and whether external authorities must be contacted.

A report may be closed when the content cannot be located or when insufficient information is provided after a reasonable request for clarification.

Possible outcomes

Following a review, XLibertia may decide to:

  • take no action;
  • request changes or additional information;
  • restrict the visibility of content;
  • remove or disable content;
  • issue a warning;
  • restrict access to a feature;
  • temporarily suspend an account;
  • permanently terminate an account;
  • preserve information for an investigation;
  • refer the matter to a competent authority where appropriate; or
  • take another proportionate action.

Decision notifications

Where appropriate, XLibertia will inform the reporter whether action was taken or whether the report was rejected.

A member affected by a moderation decision may receive information explaining:

  • the content or account concerned;
  • the action taken;
  • the reason for the decision;
  • the duration of any restriction;
  • whether automated systems contributed to the decision; and
  • the available appeal options.

Information may be limited where disclosure could:

  • expose another person’s private information;
  • create a safety risk;
  • interfere with an investigation;
  • enable someone to bypass safety controls; or
  • violate applicable law.

Reporter confidentiality

XLibertia does not normally disclose the identity of a reporter to the reported member.

Reporter information may nevertheless be used or disclosed where reasonably necessary to:

  • review the report;
  • verify authority to make a removal request;
  • protect another person;
  • respond to an appeal;
  • comply with a valid legal request; or
  • establish, exercise or defend legal rights.

Reports should not contain unnecessary personal information.

Honest and abusive reports

Reports must be submitted honestly and in good faith.

You will not be penalised merely because an honest report does not result in action.

You must not use reporting tools to:

  • harass another member;
  • submit knowingly false allegations;
  • repeatedly report lawful content without reasonable grounds;
  • interfere with another person’s legitimate use of XLibertia; or
  • attempt to obtain private information.

Deliberate or repeated misuse of the reporting process may result in restrictions.

Who can appeal

An appeal may normally be submitted by:

  • a member whose content was removed or restricted;
  • a member whose account or features were restricted;
  • a person whose report resulted in no action;
  • a person who requested removal of content depicting them; or
  • an authorised representative of an affected person.

Appeals are free of charge.

An eligible appeal may be submitted for up to six months after the decision was communicated.

How to submit an appeal

An appeal may be submitted through the appeal option included with the decision or by contacting:

abuse@xlibertia.com

Include:

  • the report or decision reference;
  • the affected username, account or content;
  • the decision you are challenging;
  • why you believe the decision was incorrect or disproportionate;
  • relevant context that was not previously considered; and
  • new evidence supporting the appeal.

Simply disagreeing with a decision may not be sufficient. Explain clearly what should be reconsidered.

Appeal review

Appeals are reviewed in a timely, diligent and non-discriminatory manner.

Where reasonably possible:

  • the appeal will be reviewed by a person other than the original decision-maker;
  • the reviewer will consider the original evidence and any new information;
  • the decision will not be made solely by an automated system; and
  • the appellant will receive a reasoned outcome.

An appeal may result in the original decision being:

  • upheld;
  • modified;
  • reversed; or
  • returned for further review.

When a decision is reversed, XLibertia will restore content, account access or features where technically and legally possible.

Further remedies

Using XLibertia’s internal reporting or appeal process does not prevent you from:

  • contacting law enforcement;
  • making a complaint to a competent regulator;
  • using an applicable out-of-court dispute settlement body; or
  • seeking another remedy available under applicable law.

Privacy and retention

Reports, supporting evidence, appeals and moderation decisions are handled in accordance with the Privacy Policy.

Access is limited to authorised personnel and service providers who reasonably require the information.

Reports, appeals and moderation records may normally be retained for up to 24 months after the case is closed, or longer where reasonably necessary for an investigation, legal obligation, safety concern or legal claim.
