Moderation Policy
How XLibertia reviews content, protects members and applies proportionate enforcement.
Fair, proportionate and safety-first.
Moderation decisions consider context, evidence and risk. Serious harm may require immediate action without a prior warning.
Purpose of moderation
XLibertia moderation aims to:
- protect members and people depicted in content;
- prevent illegal or non-consensual content;
- keep minors away from the platform;
- reduce harassment, fraud, spam and exploitation;
- enforce consent and content ownership requirements;
- maintain the integrity of accounts and profiles;
- prevent unwanted commercial promotion;
- protect the security and availability of the platform; and
- apply XLibertia’s rules consistently and proportionately.
Moderation is intended to reduce harm. It cannot guarantee that every violation will be detected before it becomes visible.
Scope
This Policy applies to all activity connected with XLibertia, including:
- profiles and profile photos;
- albums, photos and videos;
- titles, descriptions and captions;
- comments, replies, reactions and dedications;
- private messages;
- Premium profile links;
- account names and biographies;
- reports and appeals;
- attempts to create or operate accounts;
- interactions with moderators and support personnel; and
- conduct outside XLibertia where it creates a direct and serious risk to the platform or its members.
Free, Premium, Founding and administrative accounts are subject to the same safety and conduct standards.
Paid or promotional status does not provide immunity from moderation.
Sources of moderation reviews
A moderation review may begin following:
- a report submitted by a member;
- a report submitted by a person depicted in content;
- a removal request submitted by a non-member;
- detection by an automated safety system;
- a review by a moderator or administrator;
- a security or fraud alert;
- a copyright or ownership complaint;
- a valid request from a competent authority;
- evidence discovered during another investigation; or
- information indicating an immediate risk to a person.
XLibertia may review related content, messages, accounts or technical records where reasonably necessary to understand the context of a report.
Automated moderation systems
XLibertia may use automated systems to help identify potentially prohibited content or activity.
These systems may analyse:
- text;
- images and video frames;
- links and domain names;
- QR codes;
- contact details;
- duplicated or previously removed content;
- unusual account activity;
- spam or mass messaging patterns;
- possible impersonation;
- possible involvement of minors; and
- other indicators of policy violations.
Automated systems may:
- allow content to continue normally;
- request additional checks;
- temporarily delay publication;
- restrict visibility;
- place content into quarantine;
- flag content or an account for human review; or
- block a clearly prohibited action.
Members must not attempt to evade automated moderation by:
- altering the spelling of prohibited contact details;
- separating domain names with spaces or symbols;
- hiding text inside an image;
- blurring or partially covering a QR code;
- using redirects or URL shorteners to conceal a destination;
- re-uploading modified copies of removed content; or
- using another technique intended to defeat safety controls.
Human review
Authorised moderators may review:
- the reported content;
- surrounding comments or messages;
- relevant profile information;
- the reporting history of the content or account;
- previous moderation decisions;
- technical information needed to investigate abuse;
- information supplied by the reporter or affected member; and
- evidence submitted during an appeal.
Moderators should consider the full context where it is reasonably available.
A moderator does not need to view unrelated private content merely because an account has been reported.
Access to intimate content, reports and private messages is limited to authorised personnel who reasonably require access for moderation, safety, security or legal purposes.
Temporary protective measures
XLibertia may take temporary action before completing a full review when necessary to reduce immediate risk.
Temporary measures may include:
- preventing new publication;
- limiting the visibility of content;
- placing content into quarantine;
- disabling comments or interactions;
- restricting private messaging;
- disabling the Premium profile link;
- temporarily locking an account;
- preventing downloads or further sharing;
- preserving relevant evidence; or
- restricting access from particular devices or network identifiers.
A temporary measure is not necessarily a final decision.
XLibertia may maintain the restriction while additional information is requested or while a serious report is investigated.
Factors considered
When selecting an enforcement action, XLibertia may consider:
- the seriousness of the violation;
- whether the conduct was intentional;
- the actual or potential harm caused;
- whether consent was absent, withdrawn or unclear;
- whether a minor may be involved;
- whether the content was intimate or highly sensitive;
- whether the member owns or is authorised to share the content;
- whether the content was public, restricted or privately shared;
- the number of people affected;
- the scale and frequency of the conduct;
- previous warnings or violations;
- attempts to conceal or repeat the violation;
- cooperation with the review;
- evidence of fraud, coercion or exploitation;
- whether immediate action is legally required; and
- whether a less restrictive action would adequately reduce the risk.
The same type of violation may lead to different outcomes when the circumstances are materially different.
Available moderation actions
XLibertia may combine several measures when one action alone would not adequately address the risk.
Severe violations
Examples include:
- content involving or appearing to involve a minor;
- sexual exploitation or trafficking;
- non-consensual intimate content;
- secretly recorded, stolen or leaked intimate content;
- threats to publish intimate content;
- sextortion, blackmail or coercion;
- credible threats of violence;
- deceptive intimate deepfakes of real people;
- impersonation creating a serious risk of harm;
- organised fraud or phishing;
- malware distribution;
- repeated ban evasion;
- attempts to compromise the platform;
- deliberate interference with a safety investigation; or
- another serious or potentially unlawful violation.
XLibertia may act immediately where waiting for a response would create an unacceptable risk.
Warnings and repeated violations
XLibertia does not guarantee a fixed number of warnings before stronger action is taken.
A warning may be appropriate for a minor or first-time violation, but a serious violation may lead directly to suspension or termination.
Repeated violations may result in progressively stronger restrictions, especially where a member:
- ignores previous warnings;
- repeats substantially similar conduct;
- re-uploads removed content;
- creates new accounts to continue prohibited behaviour;
- targets several members;
- uses technical methods to evade moderation; or
- misuses Premium features after restriction.
Old violations may carry less weight over time, depending on their seriousness and whether the behaviour has continued.
Serious safety incidents may remain relevant even after a long period.
Ban evasion and related accounts
A suspended or terminated member must not create, acquire or use another account to bypass the restriction.
XLibertia may investigate accounts that appear to be connected through information such as:
- email addresses;
- device or browser identifiers;
- IP and security information;
- payment or subscription information;
- account behaviour;
- reused content;
- profile information; or
- other reliable indicators.
A related account will not be sanctioned solely because it shares a household, network or device with another person.
XLibertia will consider whether the available information reasonably indicates common control or deliberate evasion.
AI-generated and edited content
AI-generated content is permitted only when it complies with the Community Charter and is labelled appropriately.
Moderation may act where AI-generated or edited content:
- is falsely presented as an authentic photograph;
- uses the likeness of a real person without permission;
- depicts a celebrity or public figure in intimate content;
- creates a deceptive profile;
- appears to depict a minor;
- is used for harassment, impersonation or fraud; or
- conceals another prohibited element.
Ordinary photographic editing does not require an AI-generated label.
Where the distinction is unclear, XLibertia may request clarification or apply a temporary label or restriction.
Links, promotion and QR codes
XLibertia may remove or restrict content containing prohibited:
- URLs;
- domain names;
- email addresses;
- telephone numbers;
- social media usernames;
- messaging application usernames;
- promotional platform references;
- referral codes;
- redirects; or
- disguised contact information.
Premium members may use one permitted external link in the dedicated profile field.
Premium status does not allow external links or promotion in other public content.
A QR code may be removed even when it is partly hidden, blurred, stylised or not immediately readable.
Notifications and reasons
Where appropriate and legally permitted, a member affected by a moderation decision may receive information explaining:
- what content or account was affected;
- what action was taken;
- the main reason for the decision;
- whether the restriction is temporary or permanent;
- the duration of a temporary restriction;
- whether automated systems contributed to the decision; and
- whether an appeal is available.
XLibertia may limit the information provided where disclosure could:
- reveal another person’s identity or private information;
- create a safety risk;
- compromise a fraud or security investigation;
- enable circumvention of moderation systems;
- expose confidential detection methods;
- interfere with a legal process; or
- violate applicable law.
A reporter may receive a general outcome without receiving private details about the reported member.
Appeals and corrected decisions
Eligible moderation decisions may be appealed as described in the Reporting & Appeals Policy.
An appeal may result in a decision being:
- upheld;
- modified;
- reversed; or
- returned for further review.
Where a decision is reversed, XLibertia will restore content, access or features where technically and legally possible.
Restoration may not be possible where:
- the member independently deleted the content;
- the applicable retention period has expired;
- restoration would affect another person’s rights or safety;
- the account has been deleted;
- the content is no longer technically available; or
- restoration would violate applicable law.
XLibertia may also correct a moderation decision without waiting for an appeal when an error is identified.
Evidence and retention
Content removed from member access may be preserved where reasonably necessary to:
- review a report or appeal;
- investigate repeated abuse;
- protect a person;
- prevent ban evasion;
- respond to a valid legal request;
- establish, exercise or defend legal claims; or
- comply with a legal obligation.
Preserved evidence is not available to ordinary members and is accessible only to authorised personnel.
Reports, appeals and moderation records may normally be retained for up to 24 months after a case is closed, subject to the Privacy Policy.
Information may be retained for longer where an investigation, legal obligation, safety concern or legal claim remains active.
Moderator conduct and confidentiality
Moderators are expected to:
- apply the rules impartially;
- avoid discrimination or favouritism;
- protect member confidentiality;
- access only information reasonably needed for their work;
- document significant decisions;
- escalate serious or uncertain cases;
- avoid reviewing a case where they have a personal conflict of interest; and
- use moderation access only for authorised purposes.
Misuse of moderation access may lead to removal of permissions, account action or other appropriate measures.
The identity of individual moderators may remain confidential for safety and operational reasons.
Cooperation and obstruction
Members are expected to cooperate honestly with legitimate moderation requests.
You must not:
- knowingly provide false evidence;
- alter evidence after a report;
- threaten or harass a reporter or moderator;
- coordinate false reports;
- impersonate another person during a review;
- pressure someone to withdraw a report;
- delete or conceal information after being instructed to preserve it; or
- attempt to gain unauthorised access to moderation systems.
Obstruction may be treated as a separate violation.
Changes to this Policy
XLibertia may update this Moderation Policy when:
- platform features change;
- new abuse patterns emerge;
- moderation tools are introduced or modified;
- operational processes change;
- other XLibertia policies are updated; or
- applicable legal requirements change.
The effective date and version number will be updated when changes are made.
Material changes may be communicated through the platform, by email or by another appropriate method.
